4. Deflection of goods: If any person takes elsewhere or sells elsewhere the goods of the quota prescribed by Government of Nepal for distribution in any Zone or District or the goods made available to such person as an
agent, dealer or retailer or sells in contravention of the terms of agency or dealership or in a manner that may not have proper distribution among the consumers, such person may be punished with imprisonment for a term not
exceeding Five years or with a fine or both.
